Designed by Norman Foster, this distorted sphere got its shape to achieve optimum energy performance by minimising the surface area exposed to direct sunlight. The building leans back to the south of the building to provide shading for the naturally ventilated offices. The glass enclosure allows Londoners to see the assembly at work. Democracy at work.
